The councilmember said the effort would “piggyback off of the block captain program,” which already has high participation.
According to the councilmember who described the initiative, the program was “already established, years prior…in 02/2012, by Miss Marie Walker Smith.” Council members discussed procedural next steps and agreed the standard process is to present the proposal to the relevant committee before bringing it to the full council. One councilmember said, “I think it’s an awesome idea.”
Council staff offered to invite a member of the block captain program to the Parks & Recreation Committee meeting if the committee schedules the item. No formal vote or ordinance was taken on the floor during the deliberative meeting; council members instructed staff to place the matter on the Parks & Recreation Committee agenda for the next cycle.
If the committee approves a final plan, council will have the opportunity to consider an implementing resolution or ordinance at a future meeting. For now, the item remains a committee referral and no changes to city policy or park operations were adopted at the July 7 meeting.
