Staff said the site is currently vacant after demolition of the existing structure and that the applicant proposes a voluntary annexation and rezoning to R‑6 to match surrounding zoning. The project would create three R‑6‑compliant single‑family detached lots, propose stormwater detention located in an easement on the site rather than an outlot, and seek combined tentative and final plat approval.
Trustees focused questions on stormwater detention, tree protection, and access/egress. Several trustees asked staff to verify utility connections, determine whether Piccoli Circle is part of an existing homeowners association and confirm any county coordination needed because the parcel was previously in unincorporated Cook County. Trustee Israel and others said the three‑lot plan was more acceptable than an earlier, higher‑density five‑lot proposal and asked staff to ensure detention and tree issues are thoroughly reviewed.
Trustees voted to refer the request to the Planning Commission; the commission will hold a public hearing, consider stormwater and tree‑protection plans, and report back to the board with recommendations.
