A representative for EaglePicher, identified in the meeting as Darren, told commissioners the change in dates responded to heightened federal scrutiny and additional safety and security requirements that emerged recently. "The real issue is with what's going on in the world today...the US government is just being much more critical and careful about building capacity from a security and safety standpoint," Darren said, adding the company would make its July interest payment in advance to show continued commitment.
Darren said the company's current Pittsburg facility has grown about 50% since February and that the new plant is expected to create roughly 50 new positions next year, beginning with salaried staff and followed by 30 to 35 production hourly jobs. He clarified the facility will make power components used in military systems, not complete missiles. "We're not building the actual Tomahawk missile...We actually build the power components of that," he said.
City staff said the updated lease contains several date changes and that the most significant revision is the new substantial‑completion milestone moved to February to allow time for design, bidding and construction under the tightened requirements.
Action taken: A motion to approve the updated lease was moved and seconded; the commission voted in favor and the motion carried.
Next steps: With the updated lease approved, staff and the project team will continue design, bidding and contracting. Commissioners and company representatives said they expect construction to proceed with the revised schedule and to begin hiring in the year following substantial completion.
