Votes at a glance: Pompano Beach commission approves grants, contracts and board appointments; Dixie Highway gets $985,000 state appropriation

- Grants for Pompano Beach Airpark: The commission accepted two Florida Department of Transportation grants and confirmed city matching contributions: $136,182 for rehabilitation of Runway 10/28 (item 3) and $18,875 toward corrective work on Taxiway A (item 4). City staff clarified both awards fund rehabilitation and taxiway corrections only; neither grant finances runway extension. The runway construction would follow receipt of an expected FAA grant; staff said construction would likely begin fall 2025 and the runway would be closed for about nine months while work is completed.

- Public art master plan (item 2): The commission authorized award of RFP 25 for a public art master plan to Design Local Limited (Design Local Ltd.) in the amount of $80,000. The Cultural Affairs director said the contract is funded from designated public-art revenue and will not affect the general fund.

- Byrne/JAG funding (item 6): The commission authorized the city’s participation with Broward County Sheriff’s Office and accepted Byrne Memorial/JAG program funding; staff said no city match is required.

- HUD consolidated plan and FY2025 action plan (item 9): The commission approved the city’s 2025–2029 Consolidated Plan and the 2025–2026 action plan to continue Community Development Block Grant (CDBG) and HOME Investment Partnerships activities. The plan budgets the entitlement grants (roughly $1.04 million in CDBG and $418,000 in HOME for FY2025) across housing rehab, public services and administration and sets aside HOME funds for CHDOs (nonprofit affordable-housing partners).

- Fire Administration / Emergency Operations Center design (item 10): The commission approved work authorization No. 6 for design services with cancellation and relocation of the project site earlier in the program; the authorization amount is $1,084,518.13. Staff said relocation to a single-story site reduced expected construction costs versus earlier multi-story estimates and that the project is budgeted in prior bond funding.

- Community bus service (item 12): The commission advanced on first reading a contract with Limousines of South Florida, Inc., to operate the city’s four community-bus routes under a five-year agreement. Staff reported the winning bid equates to about $699,000 per year and is funded by a Broward County surtax reimbursement mechanism; there is no fare impact to riders.

- Consent motions and appointments: Several consent items (items 1, 5 and 7) passed unanimously. The commission also approved a series of advisory-board nominations (items 13–23) by unanimous voice vote.

- Postponement: Item 11, originally on the July 8 agenda, was postponed to the commission meeting set for Sept. 9, 2025.

- Airport: Tammy Good, CIP manager, said the runway rehab will not extend the runway; the project will repave and modify taxiway alignments to reduce pilot confusion. Steve Rocco, airport manager, said other runways at the field will remain open during construction but traffic patterns will change.

- Budgeting and funding: Josh Waters, budget director, noted the city’s fiscal documents (FY2026 recommended budget) and the city’s recent Government Finance Officers Association distinguished budget award. Staff repeatedly said several items are funded by designated or external sources (FDOT, FAA, HUD, Broward surtax) and will not affect the city general fund.

Why it matters: The actions confirm near-term funding for airport safety and maintenance, advance a major public-safety facility design, preserve entitlement funding for housing and nonprofit services, and lock in a five-year bus provider while keeping the service subsidized at no rider cost.
