Bay City Council rejects disaster debris RFP proposals, reappoints housing commissioners and approves road materials bids

At a Bay City Council meeting (date not specified), councilmembers approved a consent package that rejected all proposals submitted under RFP 202408.23-269 DRD for disaster debris removal and disposal services and reappointed Abigail Coats and Candice Brown to two-year terms on the Bay City Housing Authority.

The items were taken as part of the consent agenda and carried on a voice vote after a motion and a second; no councilmember expressed opposition on the record. The council then moved to a regular item to award bids for road-repair materials under a six-month purchasing term.

Gabriel, a city staff member, told the council the city issued the invitation to bid on June 26 and that staff evaluates six-month bids to capture price changes without committing to longer contracts. "This is a reoccurring invitation to bid that we're doing for our road materials," Gabriel said, and added that limestone prices had decreased by $2.15 per ton while petroleum-based materials — including hot mix and coal — rose about $4 to $6 per ton.

Gabriel said staff recommended awarding the lowest bidder for each material. He noted one local vendor, Madagorder Construction Materials, submitted the lowest bid for limestone. The council approved the staff recommendations by voice vote after a motion and second; no roll call vote or dissent was recorded.

Why it matters: Rejecting the disaster debris removal RFP keeps the procurement process open for rebidding or reworking the scope for storm response, while the road-materials awards set short-term purchasing prices that affect street-repair operations this season.
