Planning Manager David Cook told commissioners the Army Corps has been revising its application materials “on a rolling basis,” making it difficult for county staff to pin down a final project request and prompting Director Gail Henriksen’s request to delay the hearings. “The U.S. Army Corps of Engineers has these four ordinances on our agenda for adoption that all have to do with dredging and dredge material disposal in the Columbia River Estuary,” Cook said.
Commissioner Wagner moved the continuance, saying the August date was the Corps’ current estimated timeline, and Chair Crosshauer seconded. The motion — to continue public hearings for Ordinance 25-03, Ordinance 25-04, Ordinance 25-05 and Ordinance 25-06 to the Aug. 12, 2025, Planning Commission meeting — passed unanimously, with four commissioners voting aye.
Cook also updated the commission on the county’s comprehensive-plan work, saying the county is nearing final drafts of goals 16, 17 and 18, which cover estuarine resources, coastal shorelands and beaches and dunes. “We are nearing the final stages of finalizing the draft comprehensive plan goals and associated implementing ordinances,” Cook said, and he told the commission the final draft will be included in the Aug. 12 agenda packet for review.
Director Gail Henriksen was not present because she had been called away to an emergency; Cook relayed her request to continue the Army Corps items. Chair Crosshauer told the commission she will be unavailable for the August and September meetings, and commissioners were reminded to check availability for the Aug. 12 hearing.
A brief director’s report appears in the agenda packet (page 28), Cook said, and commissioners were invited to email any questions to Henriksen. The meeting concluded after roughly 12 minutes.
