The Florence City Planning Commission voted to rezone two parcels on East House Springs Road to NC6.3 to allow construction of six townhouses, planning staff said.
Staff presented the request as a deferred case seeking rezoning of tax map parcels 0015201127 and 0015201127 [as stated in staff presentation] at the intersection of Redbud Lane and House Springs Road, immediately adjacent to Fire Station 5 and across from the Bluffs at Mill Creek subdivision. The applicant intends to remove the existing single-family house on the site and construct six townhomes, shown in a tentative sketch plan presented to the commission.
Kevin Pulis of P3 Engineering spoke on behalf of the applicant, Mr. Patel, and confirmed that the proposal meets the city's parking requirement of two spaces per dwelling unit and that the plan shows a single driveway connecting to Redbud Lane. During the public-hearing period staff reported receiving one phone call opposing the rezoning that cited traffic concerns.
An unnamed resident who addressed the commission said his concern was that the developments in the town tend to be rental properties "and nobody owns it," expressing a preference for owner-occupied single-family housing. The commission discussed traffic and neighborhood character briefly but no technical traffic study was presented at the hearing.
After the public hearing a motion to approve the rezoning passed. The record shows at least one commissioner voted against the motion; the motion carried and staff will proceed with next steps for rezoning and permitting.
