Rodeo club reports sound-system shortfall; trust board indicates flexibility on budget shifts

Denise, calling in for the Rodeo Club, told the Broadwater County Trust Board on July 8 that the club's planned new sound system at the fairgrounds now has a $6,000–$7,000 shortfall after vendor adjustments based on a site acoustic analysis. She said the vendor added speakers and other components to address coverage gaps identified in the acoustical modelling and that those changes increased the price beyond the original estimate.

Denise said the club had obtained some Rotary Club funding and other contributions but asked the board whether its grant rules allow moving funds between line items within an awarded grant. "Some grants ... give you full range to move funds from one task to another," she said, and asked for clarification about the trust board's practices.

Board members responded that the trust board generally allows flexibility so long as expenditures do not exceed the total awarded amount and the work remains consistent with the grant's purpose. A board member said monthly reports should document any internal shifts in line items so the board can verify that the total award remains within scope. "If you wanted to do something new and different, then I think that would be a different discussion," the board member said.

Why it matters: The sound system affects fairground operations and event quality. The board's guidance allows the Rodeo Club to proceed with some internal budget adjustments while keeping the board informed, but the club must document changes to maintain compliance with grant conditions.

What’s next: Denise said the vendor will begin installation next week; the Rodeo Club will provide a clearer spreadsheet of expenditures and a written report to the board. The club is not requesting additional funds from the trust board at this time.
