Probation department adjusts budget for GPS-monitoring grant and explores new fees

Probation staff told the Cayuga County Public Safety Committee they need a budget adjustment after receiving a $13,000 grant to support GPS monitoring for probation clients.
The staff member said the department had originally budgeted only $5,000 based on last year’s usage and that quarterly voucher reimbursements will cover expenses. "We were allotted, I think, $13,000 in the grant, but I only budgeted, like, 5,000 because from last year's numbers," the staff member told the committee.
Committee members approved the budget amendment to align appropriations with the grant.
During discussion probation staff also described researching whether the county can collect a supervision fee on DWI probation cases. The staff member said state law allows such a fee, and that other counties recover at least some of the costs; if a person does not pay counties may file a civil-judgment action. The staff member said the policy is under review and would be brought back to the committee after further study.
The staff member also said the county spends roughly $5,000 per year on drug screening and currently charges probationers a one-time $50 drug-screen fee; the staff member suggested counties have adopted local laws to formalize that practice. No change to the fee was adopted at the meeting; members asked for additional information before considering a local law.
The committee approved the budget amendment; subsequent policy changes on supervision fees or drug-screen fees would require a separate local action.
