Commissioners discussed a temporary suspension of the county—xisting NRP (neighborhood recovery/rehabilitation) program after receiving calls from residents who have loans and builders ready to proceed. Multiple callers reported loans had already started and they wanted to know whether they could pour concrete or otherwise continue construction while the county finalizes edits to the program.
County staff said the suspension is expected to last roughly four to six weeks, with an anticipated work-back date around Aug. 26 while staff clarifies application changes. Trisha (county staff) said the application will include additional clarifications and a disclaimer that applicants must acknowledge and sign; staff are also determining whether the new application itself will differ materially beyond clarified eligibility and value-percentage provisions.
Commissioners did not create a formal exception during the meeting. They asked staff to consult with county counsel (Les/Josh) and prepare recommended language or short-term guidance for any applicants caught in the middle of the suspension. Commissioners noted they could not provide individual legal or lending advice from the dais and urged affected residents to await formal guidance from staff.
No formal motions altering program rules were adopted at the meeting; the item was placed on the commission's new business list for follow-up.
