Board accepts geotechnical proposals for county office and coroner projects

The Bennett County Board of Commissioners accepted two geotechnical proposals for county building projects, approving payment to proceed with soil testing and related services for the office building (housing Road and Bridge and Planning and Zoning) and for the coroner's office.
Shanda Crystal, chief procurement officer, presented the two proposals and said a third proposal for an equipment shelter had not yet been received. She discussed budget options with commissioners and recommended using the specific project budget for Tory's area where applicable and general fund professional services for the other work.
Staff and commissioners discussed the preferred accounting treatment. Commissioners noted the total cost discussed in the meeting was $4,600 (about $2,300 per proposal). A motion to accept both contracts with Excel Engineering and to code one cost to Tory's project budget and the other to professional services was made and approved by voice vote.
The board directed staff to forward the bills to accounting for coding so the appropriate project manager (Tory) can sign his portion and procurement would finalize the professional-services coding. Commissioner Al was noted as signing the contracts on behalf of the board.
Staff said the design and testing work will position the county to move forward with construction in the spring, and commissioners discussed creating a project-development line item in future budgets to cover ad hoc feasibility and design invoices.
