The action follows a presentation from Brian (staff member), who told commissioners the tractor was trialed over the weekend and meets the department's needs. "It's just beefy. It's really beefy," Brian said of the machine, and noted the unit included a full weight kit and had about five hours of use during the trial run.
County staff said the equipment is intended to replace a 115-horsepower tractor. The vendor offered a piggyback procurement option that staff said satisfied procurement rules, and staff reported rebates and a trade-in on the existing tractor that would reduce the county's net cost. Staff indicated the listed price was about $130,000 and had been negotiated down to $105,000, though the final net cost will depend on the trade-in credit.
Commissioners authorized using general fund contingency as the preferred funding source; staff said Payment in Lieu of Taxes (PILT) or other budget lines could be used but contingency was preferred. Commissioners also asked that staff confirm the trade-in value after recent repairs to the older tractor (an alternator replacement) before final signature.
A motion to approve the purchase and to authorize a signature up to $105,000 was made and approved by voice vote. Commissioners recorded the purchase authorization will not finalize until trade-in credits and the final invoice are confirmed; staff indicated payment would not be made until the 24th of the month and that the vendor may need to issue credit and invoice transactions separately.
The approval allows staff to proceed with procurement steps while protecting the county from a larger commitment until trade-in and invoice details are final.
