Moore council approves PUD rezoning for duplex development in Ward 2

The Moore City Council on July 7 approved rezoning application RZ1051 to rezone two vacant parcels in the Waters Addition from R-2 and C-3 to R-2/PUD, allowing development of duplexes at a higher density than the city's standard R-2 zoning.
City staff said the request, submitted by Premium Land LLC (Taber LeBlanc), would allow densities of roughly 9 to 9.5 dwelling units per acre where the straight R-2 zoning permits seven units per acre. The PUD modifies dimensional standards to allow 60-foot lot widths (versus 75 feet), a 6,000-square-foot minimum lot size (versus 7,500), and a 50% maximum lot coverage (versus 40%). Staff recommended approval and the Planning Commission unanimously recommended the rezoning 6–0.
Kendall Dillon of Craft & Tull, representing the applicant, told the council the project seeks to align with the city’s comprehensive plan goals to increase attached housing options and address market conditions. “If you look at what we're trying to do with the market conditions ... attached housing is significantly underrepresented in the housing stock in the City of Moore,” Dillon said. He described added open-space amenities the developer is providing to offset higher density, including roughly 22,000 square feet of common area, a gazebo, playground equipment, and enhanced landscaping at the common-area entrance.
Council members asked about access, whether the development would be gated and whether the common area would be available to adjacent residents; staff said the amenities would be part of the subdivision with sidewalks and public access. The applicant said unit sizes will run about 1,450 to 1,600 square feet and likely will be a mix of for-sale and for-lease units; the developer may retain some units.
A motion to approve was made and seconded; the council voted unanimously to approve RZ1051. The council did not attach additional conditions beyond those in the PUD application.
The rezoning changes lot dimensions and density limits for the two tracks cited in the application and records a PUD agreement to provide the listed amenities and buffers. The action was recorded as ordinance number 38-25 on the agenda report.
