Warwick fire department seeks $264,781 SIGCOM radio upgrade to support dispatch move

Assistant Chief Ben Howard and fire officials presented a request to authorize the purchase and installation of a SIGCOM radio alarm reporting system required as part of the department’s plan to move the dispatch center to Station 10.
The department requested an exception to bid and proposed awarding to Signal Communications (SIGCOM) of Wilburn, Massachusetts, for $264,781 to supply the radio-receiving equipment and software. Fire staff said the existing legacy system has been patched repeatedly and needs replacement; SIGCOM is the incumbent provider of the installed alarm-receiving equipment and the work is proprietary to their equipment in Warwick. The capital appropriation for the project is $300,000; the department said another component (antennas and tower work) will come later in a separate contract and is estimated at $25,000–$35,000.
Committee members asked whether the quote included antennas and were told antennas are separate and will be procured through a different contract. SIGCOM was described as a single-source supplier because replacing the system would require many businesses to replace on-premises equipment at their expense.
The item was placed on the council consent calendar and approved.
