County reviews infrastructure items: waterline easement, John Blue House construction timeline and fuel-facility MOU tabled

County staff updated the Board of Commissioners on several infrastructure and facilities matters at the July 7 meeting.
Waterline easement: The city of Laurinburg requested an easement to run a water line (marked in the city’s maps) to serve a nearby area; commissioners signaled consensus to grant the county portion of the easement but requested a formal easement document from the city before signing. The county manager and staff said both property owners along the route must provide permission and that maintenance and easement terms should be explicit in a recorded document.
John Blue House renovation: Staff reported unexpected additional repairs at the John Blue House (rot, electrical issues) that have extended the contractor’s timeline. The board set an Aug. 31 completion target and authorized liquidated-damage penalties for missed deadlines starting Aug. 31 (proposal discussed: $250 per day after the deadline). Commissioners asked county staff to ensure the contractor returns items removed for renovation and that the house be ready for the John Blue festival; staff said the contractor had completed substantial work but the project is not finished.
Fuel facility MOU: The City of Laurinburg had proposed a memorandum of understanding to formalize county use of the city fuel facility, including cost-sharing for capital improvements. Commissioners raised concern about open-ended language that could obligate the county to large capital costs and voted to table the MOU until the county attorney and manager can negotiate clearer language and funding limits with the city.
Soil and water/beaver management: The county has obtained a USDA grant for beaver-management assistance; residents can contact soil and water for help where beaver dams disrupt water flow.
No binding financial commitments were approved at the meeting for the MOU or John Blue beyond the direction to set a firm completion deadline and to seek a formal easement document for the waterline.
