Lawrence, speaking for Parks & Recreation, told the Scotland County Board of Commissioners on July 7 that tournament demand is strong: out of 15 weekend slots before the fall season, staff had booked 12. He presented a field-preparation cost breakdown and recommended a field rental fee that reflects staffing and materials costs.
Commissioners discussed concession operations and the county’s liability for hot-food preparation in permanent concession stands. Parks staff said vendors with commercial permits can operate on site, but county staff avoid staffing to run hot-food concessions themselves because of permitting and liability concerns. The board and staff discussed encouraging Food-and-Health-Department–permitted vendors or using third-party food trucks to handle hot food for tournaments.
After discussion, commissioners approved the Parks & Recreation fiscal-year 2025–26 fee schedule as presented, including a $200 per-field per-day rental rate, and agreed to monitor usage and revenues. The board asked staff to review out-of-town rental differentials next year rather than adopt a differential immediately. Staff also described senior programs, summer camps, a splash pad with average weekend attendance of about 35, partnerships with special-needs athletics, and ongoing equipment needs (many items are older and require replacement).
