Senior management analyst Dominic DeCono said the changes stem from an internal review and customer feedback and are intended to speed reviews, reduce unnecessary permits (the minimum threshold for a permit would increase from 100 to 250 attendees), and provide clearer guidance for events that require coordination of multiple city services (fire, traffic control, engineering). The proposal also aims to integrate online payments and fire permits to remove in‑person steps.
Staff requested continuance so they could resolve a few remaining items with major recurring event partners; the city manager noted staff expected to bring a final ordinance back for a vote at the July 14 meeting after additional coordination with NASCAR and Phoenix Raceway.
Council voted 7‑0 to continue the ordinance to the next council meeting.
