Scotland County commissioners approve multiple ordinances, resolutions and fee changes

Scotland County commissioners on July 7 approved several ordinances, a funding resolution and fee changes aimed at clarifying local rules and directing county programs.
The board voted to adopt a new manufactured-home ordinance after a public hearing with no speakers. Commissioners also approved a resolution supporting the North Carolina Department of Transportation’s proposed abandonment of a short segment of State Road 1505 near the bypass. The board formally adopted an opioid funding resolution that the county manager said allocates about $394,000 this year and noted the funding stream runs through 2039. Commissioners approved a revised Parks and Recreation fee schedule (including a field rental set at $200 per field per day) and voted to make the Board of Commissioners the governing board for a consolidated human services structure, directing staff to pursue a consolidated director for implementation on Nov. 1.
The meeting included a motion to table discussion of a memorandum of understanding with the city of Laurinburg on shared use of a municipal fuel facility; the county manager and attorney were asked to review the draft MOU and negotiate with the city. Commissioners also appointed a voting delegate and alternate to the North Carolina Association of County Commissioners conference.
Several votes were taken by voice (commissioners responded “aye” when asked); no roll-call tallies were recorded in the minutes for those items. One commissioner expressed opposition during the vote on the human services governance motion.
The board moved these items forward as part of routine county business and to set direction for staff implementation. No changes to funding lines beyond those described in the opioid resolution and the parks fee adjustments were adopted at the meeting.
