City Manager Sharon Satino told the council that state lawmakers allocated $54,000,000 to support the regional Cypress Stitch flood‑mitigation project; she thanked Representative Ann Johnson, Senator Molly Cook and Senator Joan Huffman and noted the project’s regional partners include Harris County Flood Control District, the City of Houston and TxDOT. Satino also directed residents to vetted volunteer and donation portals (tcr.communityos.org and the Community Foundation of the Texas Hill Country/tinyurl link) for individuals seeking to aid flood victims in the Texas Hill Country.
During public comment, resident Dan Sylvester said the city should be cautious about spending local engineering funds based on an expectation of $15 million from the Harris County Flood Control District for a local project. "I don't think it's that good of a project for return on investment," Sylvester said, adding that engineering money the city already has committed could be at risk if outside funding does not materialize. He urged the council to re‑examine the project and the city's spending assumptions.
City and council members responded that the Cypress Stitch project is a regional effort with multiple partners and that staff would continue to pursue available funding while preparing city work that is needed whether or not particular outside grants materialize. Council members also pointed to the extensive media and intergovernmental coordination the project has received and encouraged residents to follow official county and city posts for verified volunteer and donation opportunities.
No formal action or appropriation related to the Cypress Stitch project was taken at the July 7 meeting; council discussion was informational and the $54 million appropriation was presented as previously approved at the state level.
