Budget work session: commissioners direct cuts, seek final health-department numbers for Monday meeting

Budget and finance officer Britney Phillips briefed the Board on changes to the 2026 budget request after earlier direction from commissioners, including a shift in the timing of cost-of-living adjustments and several departmental reductions.
Phillips said public-works spending was reduced by $50,000, the treasurer's personnel line was reduced by $62,009, motor vehicle transfers increased by $70,000 and other departmental reductions were reflected in updated worksheets. She told commissioners that she expected to present more exact health-department figures after coordination with finance staff and Diane; commissioners asked for final numbers for Monday so they could complete appropriations and personnel decisions.
Phillips described options for managing a WIC shortfall later in the year and said staff planned to use administrative funds to bridge a gap until state allocations arrive Oct. 1. She also said workforce-development grant timing and usage had been adjusted in the draft budget.
On appropriations for outside agencies, commissioners generally favored keeping contributions flat for the coming year and adding a new request labeled "B Able" (details in packet) while asking staff to finalize specific amounts. The board decided to continue the work session on Monday to finalize positions and remaining line items.
Phillips said she will circulate an updated memo and department breakdowns and that final health-department numbers should be ready by Monday.
