The Abilene Board of Building Standards on July 2 ordered the owner of 218 Meander Street to provide a plan of action within 30 days, obtain required permits and complete rough-in inspections within 60 days; final inspections must be completed by the expiration of all permits.
Staff reported the house was found unsecured in March 2025 and that a code-inspection warrant and affidavit of condemnation were filed the same month. City contractors secured doors and windows on May 20, 2025. Ricky Wright said this is the first time the property has appeared before the board and recommended the owner, Blanca Cortez, be given the opportunity to repair the house under a set timetable.
Board members moved to accept staff's recommendation. Mister Dugger made the motion and Mister McBrayer seconded; the board recorded affirmative roll-call votes and passed the motion.
Wright said Cortez appears to contact the city only near enforcement deadlines and that the deed shows ownership since at least November 2017. The board's order requires the owner to submit repair time frames, cost estimates and permits; staff will verify progress under the deadlines set by the board.
