Honor Lane community center (1252 Honor Lane)
Brian Bridal, a city planner, said the rezoning request for a property formerly used as a small community center was again requested to be tabled for two weeks to allow the applicant time to pursue a bona fide purchase offer. Bridal said neighbors had been overwhelmingly opposed and staff recommended disapproval to align with the comprehensive plan; Planning & Zoning recommended disapproval by a 7–0 vote with one abstention. Council agreed to postpone until the July 17 hearing to allow further discussion with the applicant.
United Rentals expansion (5214 and 5300 S. General Bruce Drive)
Bridal said United Rentals seeks to expand into adjacent parcels and to reconfigure the site; the use had been grandfathered from before overlay adoption and expansion requires a planned development. Staff recommended denial due to nonconformance with the I‑35 overlay. Planning & Zoning recommended approval with conditions; the conditions shown to council include: ornamental 6-foot tubular black fencing along frontage, preservation of feasible existing trees (applicant indicated preservation of some but not the 36-inch live oak), meeting overlay landscape requirements for the expanded area (15% on new property; industrial subdistricts have lower percentages), use of compacted asphalt millings for equipment inventory areas rather than paving, and a condition to require site improvements to create a consistent campus appearance (examples: repainting buildings and adding a structural canopy over the front office). The applicant told staff the proposal anticipates future TxDOT corridor work and is willing to lease and develop with the knowledge that parts of the property could be acquired in TxDOT right-of-way projects; Bridal said TxDOT—s design work could be many years away (staff cited an earliest 2030 timeline from state communications).
Sentex 35 Logistics (3911 N. General Bruce Drive)
Bridal said the Sentex proposal to convert a parcel to a laydown yard (contractor storage) is allowed under certain conditional-use rules in nearby districts, but staff was not recommending approval. Staff expressed concern that the frontage use as an outdoor storage/laydown yard would be visible from I‑35 and that other locations could better serve primary warehouse/office uses. Bridal said the proposal had drawn opposition and that Buc-ee—s attorneys had also objected.
Keating & Sons Tire (6618 N. General Bruce Drive)
The Keating proposal for a bricks-and-mortar heavy-vehicle repair facility (18-wheelers) was described as a conditional-use permit with a site plan; Bridal said the plan shows required landscaping and architectural treatments expected to meet the overlay, and that the item is moving forward to the presentation and vote stage.
Other developments along West Adams and FM 2305
Bridal also summarized other nearby master-planned development phases (Arbor Square, Commonwealth) and a proposed mixed office/neighborhood retail and townhome perimeter that had produced neighborhood opposition and questions about two-story building impacts and tree removal.
Process notes and next steps
Staff asked whether to proceed or to postpone public hearings for several items; council and staff agreed to table and revisit some requests and to move other items forward to the July 17 meeting for presentations and votes. Bridal said staff will provide more precise, enforceable language for conditions (for example, specifying the required building repainting and canopy improvements) if council chooses to approve any expansions.

Council directed staff to continue negotiations with applicants, prepare more explicit condition language where needed and return items for public hearing and decision at upcoming meetings.
