Farmer tells Daviess County court new culvert on Short Station Road is misaligned and may worsen flooding

Daniel Hayden, owner of Hayden Farms in Philpot, told the Daviess County Fiscal Court during public comment that a recently installed culvert on Short Station Road was placed out of alignment with the natural ditch and could worsen flooding.
“My concern is... the install of this culvert by any stretch of the common sense imagination of how waterways work, it is installed terribly,” Hayden said. He described the upstream end as not centered with the ditch and said the downstream end points into an embankment and crop field, which he warned would redirect flows toward the road and increase flooding and maintenance needs.
Hayden said the pipe is larger than the previous culvert but called the installation a ‘‘clerical’’ mistake that will require more future repairs. He told the court he had discussed the issue with county staff and offered to talk further offline: “I’ll be glad to discuss it with you off camera, but I’m not gonna discuss it during this interview.”
The court did not take further public action on the matter during the meeting. Hayden provided his address in the record and asked the court to consider the drainage implications of the installation at the location he specified.
