Daviess County approves $495,000 HVAC replacement at county detention center

The Daviess County Fiscal Court voted Monday to award bid number 242586 for repair and replacement of HVAC systems at the Daviess County Detention Center to Henry's Plumbing Incorporated for a total of $495,000.
County staff said the work follows significant hailstorm damage to units at the detention center. “We received 4 bids and recommend award to the best evaluated bids submitted by Henry's Plumbing Incorporated in the total amount of 495,000 for the repair and replacement of HVA systems at the Daviess County Detention Center,” Miss Sturgeon, a county staff member, told the court. She said the two lowest bids were not recommended because fewer local vendors could service those units and their anticipated lifespans were shorter.
Miss Sturgeon said the recommended units have an anticipated lead time of about six weeks and noted project manager Bickett is familiar with the brand in the recommended bid. “The cost of the repairs and replacements will be offset by insurance reimbursement,” she added, and said the county's insurance carrier had reviewed and approved the recommendation.
The motion to approve the contract was made and seconded during the meeting and approved by voice vote. No public speakers opposed the award when the court asked for comment.
Court records show the damage prompting the procurement resulted from a March 15 hailstorm; county staff characterized the purchase as a vendor recommendation based on serviceability and expected longevity rather than lowest price.
The award authorizes the county to move forward with ordering and installing the recommended HVAC units; staff noted lead times and local serviceability as reasons for the selection. The court did not provide a recorded roll-call tally in the meeting transcript; the outcome in the meeting was approved by voice vote.
