County manager Andrew Haskin told the board the agreement covers outside attorney and engineering review and is capped with a not‑to‑exceed amount of $20,000; if additional funds are needed the parties could agree to extend or amend the agreement. Haskin said the cost reimbursement is for work the developer requested the county undertake as part of evaluating a potential quasi‑governmental power district structure to support a developer‑led microgrid project.
Commissioner questions focused on the project timeline and on avoiding procedural delays; Haskin said the process is complex and that staff will work to provide a calendar of next steps, while noting outside agencies’ scheduling can affect timing. A member of the public asked whether the county was being reimbursed or was reimbursing the developer; Haskin confirmed the county is being reimbursed by the developer.
Motion and vote: Commissioner Hendricks moved to approve the reimbursement agreement; Commissioner Casanelli seconded. The motion passed 5‑0.
Next steps: Staff told the board they would continue work on due diligence and meet with outside agencies as needed; Haskin said the county had already met with the Public Utilities Commission and NV Energy earlier in the process.
