Why it matters: The changes on the table would change who may appeal planning decisions and expand the size and types of projects that can bypass SEPA. Opponents said those shifts would reduce public participation and limit review of cumulative environmental impacts. Supporters, including some housing advocates, said streamlining review can speed housing production and reduce costs for nonprofit builders.
