Board considers policy edits for investment accounting, adopts new personal-device rule aligned with state guidance

Board members reviewed two policy updates: a revision to the district's investment policy (CDA) to clarify how interest earnings are attributed across funds, and a new electronic communications/personal-communication-device policy that restricts personal device use during the instructional day.

The investment-policy amendment updates language adopted in 2013 to ensure interest earned on invested principal is tracked and credited to the appropriate funds. The presenter said the change adds sinking and gift funds to the existing general-fund and child-nutrition provisions so the district can record how much interest specific funds earn over time. The board's explanation noted this is primarily an accounting clarification to make gift and other fund interest earnings transparent.

On electronic devices, the board reviewed a policy the presenter said follows state-recommended language. The policy defines "personal communication device" broadly to include phones, computers, smart glasses, earphones, watches and similar devices that can transfer data. The policy applies bell-to-bell during instructional time; the board clarified that "instructional time" includes the time after students arrive at school and before they leave at the end of the day, and expressly covers breakfast, lunch and hallway times when students previously had frequent device use.

The presenter emphasized the policy "doesn't say kids can't have their phone. It says they can't use their phone," and noted the district will adopt a discipline matrix to support equitable enforcement and placement-based adjustments by building principals.

Board members indicated the policy changes are in response to state guidance and to operational needs, and said additional placement-based guidance and matrices will be provided next month for principals to implement equitably.
