The Kootenai County Board of County Commissioners voted July 3 to approve higher-duty pay and convert a Board of County Commissioners employee to an exempt position at grade 10 step 2, retroactive to May 19.
County staff explained that an employee took leave and then resigned, and another employee assumed essential duties for more than 30 days. Under county policy, that situation qualifies for higher-duty pay. Staff said the exemption and step selection were chosen to align with the policy requirement that pay be at least 5% higher than the employee's current rate and not below the minimum of the higher-grade range.
A county payroll/HR speaker outlined how the grade and step comparisons work, noting the county's pay schedule details: "So the grade 7 step 9 is a little bit higher than a grade 10 step 1," and recommended a grade 10 step 2 if the board wanted to make the position exempt and meet the 5% requirement. Commissioners asked for clarification on the projection and minimum thresholds; staff said a grade 10 step 2 would meet the policy criteria.
Commissioner Duncan moved to approve the higher-duty pay request and the transfer to exempt grade 10 step 2; the motion was seconded by Chair Metairie. The board voted unanimously: Commissioner Eberlein, Commissioner Duncan and Chair Metairie voted "aye." The motion carried.
County staff said the higher-duty pay would be retroactive to May 19; no dollar amounts were provided during the meeting. The board instructed staff to implement the pay adjustment and update payroll records accordingly.
