CCSD trustees table decision on National School Boards Association membership until full board meets

The Clark County School District Board of Trustees held an extended discussion July 2 about whether to buy a $14,975 annual membership in the National School Boards Association and ultimately voted to table the item until the full Board can consider it.
Board liaison Joe Caruso presented the NSBA proposal and explained membership would be paid from the Board Office budget if approved. Caruso said the proposal outlines membership benefits and discounted conference rates and that reference materials included NSBA federal priorities and CUBE (Council of Urban Boards of Education) benefits.
Trustees exchanged questions about what benefits are included with membership and whether nonmember attendance at NSBA events would address training needs without paying the $14,975 fee. Trustee Cavazos and others described NSBA and CUBE as offering content geared to large urban districts and said membership could provide networking and national recognition. Trustee Dominguez raised the group's 2021 letter that criticized some parents and said the Board should consider that history when deciding whether to join.
The Board considered multiple procedural motions. Trustee Dominguez moved not to take action on item 2.02; Trustee Biosotti seconded. That motion did not pass (vote reported in the meeting as "4 no's, 4 to 2"). Trustee Esparza Stofgren subsequently moved to accept the membership; Trustee Cavazos seconded; the meeting transcript records that vote as inconclusive ("3 2 3"). Trustee Stevens then moved to table the item until there is a full Board; Trustee Biosotti seconded. The motion to table passed 4-2.
Why it matters: trustees debated trade-offs in spending Board Office funds for national networking, governance supports and discounts vs. paying member rates for individual attendance and whether the districtshould weigh NSBA's national actions when setting local policy.
The Board did not make a final decision to join the National School Boards Association; staff will return the item for a future meeting when the full Board can act.
