Commissioners request CEQA update after state law changes; staff to schedule training

City Planner Lardy told the Carlsbad Planning Commission on July 2 that recent state legislation and budget actions have changed aspects of the California Environmental Quality Act (CEQA), including exemptions for housing projects and new processes related to tribal consultation. Lardy said staff is still evaluating the full effect of the laws on projects in process and on future projects.
Lardy said the city was planning to provide a CEQA presentation focused on exemptions and legal developments and suggested one of the August meetings to deliver the training because a full commission is expected then. He also noted a recent court case on vehicle miles traveled (VMT) that has affected projects in process and said staff’s work program contemplated quarterly CEQA updates; an off-site, focused workshop remains an option.
Commissioner Burrows requested a primer to explain where the commission stands under the changes. Lardy said some of the new measures in the budget were effective immediately, although many CEQA-related bills typically take effect Jan. 1. Staff also noted that the Roosevelt project is tentatively scheduled for City Council on July 29 and that August meeting agendas currently have items scheduled.
No formal action or vote was taken; staff proposed scheduling training and legal updates and will return with a calendar and more detailed materials in advance of the August meetings.
