The Torrington Inland Wetlands Commission accepted an application from William (Todd) Clark for a subdivision and driveway upgrade at 660 Toringford Street (WP-25-18) and determined the project is not a significant activity requiring a public hearing.
Clark, a land surveyor representing the applicant, described a proposal to upgrade an existing gravel driveway to a 12-foot width, perform limited grading, and create two building lots with concept house footprints. Clark said the existing gravel drive was installed about 12–15 years ago and that some portions are currently steeper than modern standards; he said the plan would extend grading so flow sheets rather than create channels at the driveway edge and that erosion and sediment controls would be beefed up per the city engineer’s request.
Staff noted the property is affected by two drainage features that create wetlands (runoff from an older subdivision) and that parts of the proposed lots lie within the upland review area. Staff recommended the subdivision was not a significant activity but asked the applicant to help minimize wetland impacts by considering whether water service could be installed with a single service line rather than multiple lines. The commission conditioned acceptance on: requiring the driveway be used as a common driveway with a shared access easement; requiring wetland signage to be posted to the inland wetlands agent’s satisfaction within 30 days of filing the subdivision; and requesting that the applicant comment on the likely amount of fill required for water lines and pursue reduced disturbance options where feasible.
The commission approved the motion to accept the application and the non-significant determination by voice vote. The action includes direction that the applicant coordinate water-line placement with the water company and city engineering and that final house footprints and detailed wetland impact work will return to the commission when the house permit(s) are filed.
