The Assembly Appropriations Committee advanced SB 477 on July 2, 2025. The bill, presented to the panel by Sen. Blake Spear, would amend the California Fair Employment and Housing Act (FEHA) to resolve statutory inconsistencies and administrative constraints that the Civil Rights Department (CRD) says impede investigations and enforcement.
Spear told the committee SB 477 would allow CRD to toll statutory deadlines when affected parties agree, update the definition of group or class complaints to match federal terminology, extend the deadline for a complainant to file in court while CRD's appeal process proceeds, and permit CRD to file housing discrimination civil actions in any county where the department maintains an office, consistent with existing state employment-discrimination venue provisions. Defendants would still retain the right to seek venue transfer after a case is filed, she said.
Spear said the changes are intended to reduce administrative inefficiencies, better align state and federal terminology for multi-party claims, and allow CRD to pursue housing cases in appropriate forums. The presenter and witnesses argued the changes would strengthen enforcement and could save taxpayers money by improving CRD efficiency.
