Hooksett conservation commission approves payments, survey, budget and $30,000 warrant request

At a July 1 special meeting the Hooksett Conservation Commission voted unanimously to release a contractor surety payment for the Riverwalk Trail, approve a survey for the Heads Pond Access-for-All project, accept a $200 donation, adopt its 2025–26 budget and request a $30,000 warrant article for its reserve fund.
The Hooksett Conservation Commission on July 1 approved a series of administrative and project actions, voting 5–0 on each item.
The commission unanimously released the final 2% surety withheld from John E. Neville Excavation Inc. for work on the Riverwalk Trail. “Both our engineering company and the chairperson and the vice chair are satisfied with the work that's been done and do recommend releasing the 2% surety,” said Alan Stein, the commission vice chair who ran the meeting. Jo Carol Woodburn, commission chair, moved the payment; Alex Walzick seconded. The amount discussed at the meeting was $8,680.60.
Commissioners also approved a contract for surveying services for the Heads Pond Access-for-All project, authorizing Stantec to perform Option 2 surveying not to exceed $6,500 if an easement on Lot 31 (a parcel owned by NHDES) is required. The motion passed 5–0 after discussion of cost differences between a basic survey and one that would support an easement.
The panel accepted a $200 donation from the Novbrino family toward conservation-commission activities. The commission voted to adopt its fiscal-year budget for 2025–26 (documents in the packet were inconsistently titled; commissioners corrected the year on the record) and to submit a warrant-article request for $30,000 to replenish the commission’s reserve fund for easement purchases, maintenance and small projects.
All votes recorded at the meeting were 5 in favor, 0 opposed. Those recorded on the dais who voted were: Jo Carol Woodburn (chair), Alan Stein (vice chair), Alex Walzick (Town Council representative), Sheena Gilbert (Planning Board representative) and Joe Carroll (commission member).
