Lakeway commission approves Frost Bank sign variance, limits flags to noncommercial displays

The City of Lakeway Zoning and Planning Commission on July 2 approved a sign-variance request for a proposed Frost Bank branch and separately approved limited flagpoles with restrictions on commercial flags.
The property — described in staff materials as one of the last freestanding parcels in The Oaks, adjacent to High 5 and Jason’s Deli — sought up to four building signs and three flagpoles under the Oaks PUD’s sign standards. Planning staff said the parcel’s PUD allows two building signs; the applicant requested additional signs and flagpoles and therefore asked the commission for variances.
Zane Smith of SSC Signs told the commission the applicant revised its request and would not pursue a third flagpole; the applicant sought two flagpoles and planned to fly an American flag, a Texas flag and a Frost flag (originally described as three flags on two poles). Erin Carr, planning staff, explained the city’s current ordinance typically allows one flagpole with two noncommercial flags and set maximum flag sizes (40 square feet for the larger flag, 25 square feet for a smaller flag).
Commissioners debated configuration and aesthetics. One commissioner said a three-pole arrangement can be more symmetrical but acknowledged the applicant had changed the request. The commission noted that authorizing a commercial message on a flag (the Frost flag) raises policy questions; the chair said that issue would go to City Council for a policy decision.
On motions, the commission first approved a motion to permit two flagpoles but limited them to one noncommercial flag per pole and denied approval of commercial flags at the site; the motion passed 6 to 0. The commission then approved the sign-variance request allowing three tower signs and one drive-through sign as presented; that motion also passed 6 to 0.
No members of the public spoke on the item. Staff said size and color conformances were met for the requested signs aside from the number of permitted building signs.
