Council backs Hero Way (RM 2243 East) Phase 2 frontage road construction; city to fund estimated $28M segment

The Leander City Council unanimously adopted a resolution July 1 expressing support for constructing the Phase 2 eastbound frontage road of Hero Way (formerly RM 2243 East) from U.S. 183A to just east of Ronald Reagan Boulevard, and accepted staff’s estimate that the city would bear construction costs estimated at about $28 million.

“All of this is coming with Titan, Harmony School, and all the things from the south side of the road,” Council member (name on record) said during discussion, noting growth and anticipated impacts on local traffic. Executive Director of Public Works Allison summarized prior staff work and the relationship to Williamson County’s Phase 1A project, saying the county’s Phase 1A constructs the northern portion and that the city’s Phase 2 would construct the southern portion to complete the frontage-road system.

“All of this item is the result of our transportation workshop … Phase 1A is shown here in green. ... Due to growth and economic development in this corridor, the city desires to fund and proceed with construction of that Phase 2 southern portion,” Allison said, describing the project and how the two phases together would replace the existing two‑lane road with a six‑lane cross section when both phases are complete.

Council placed the resolution for a vote; it passed unanimously without roll-call dissent. The council’s action is a supportive resolution and does not itself appropriate funds. Staff will continue coordination with Williamson County and incorporate the city’s Phase 2 work into the city’s capital planning and funding discussions.
