Planning and Zoning Commission approves minutes, grants 30-day extension for replat application

The Decatur Planning and Zoning Commission approved its June 3 meeting minutes and recommended a second 30-day extension for a replat application at a July meeting.
Lisa Hannon, planning director, entered the staff report into the record and said the applicant had requested "another 30 day extension" for the replat and that staff has "other outstanding request[s]." Hannon told commissioners the original application had been submitted on April 22 and that this would be the second 30-day extension for the item.
Hannon and other staff described technical deficiencies in the submission: the surveyor supplied a survey but not a compliant plat and the closure report was "not closing" and lacked required verbiage and information. Hannon said staff had attempted to get the applicant's surveyor to coordinate with city engineering staff but had not received necessary responses. She told commissioners the city had given the applicant the option to hire a different local surveyor.
Commissioners discussed options including denying the 30-day extension (which would leave the replat application to be resubmitted) or approving the extension and potentially scheduling a special meeting. Hannon noted that a state "30 day shot clock" applies to the review and that the scheduled Aug. 5 Planning and Zoning meeting would fall outside that 30-day period; she said the city would likely need a special meeting the week before to remain inside the statutory timeframe.
Commissioner Mason Woodruff moved to recommend approval of the 30-day extension; Commissioner Will Clossey seconded. The commission voted in favor; the motion carried.
Earlier in the agenda the commission approved the June 3 minutes. Commissioner John Lanier moved to approve the minutes as written; Commissioner Mason Woodruff seconded. The motion carried on a voice vote.
No final plat decision was made at the meeting; staff said if the surveyor fails to provide required corrections staff would recommend denial of any future extension request and the applicant would need to resubmit a compliant replat application.
