July 1, 2025 — Commissioners meeting in Austin City Hall's Boards and Commissions Room approved a consent agenda that included inserting an existing restrictive covenant into the record to limit development at 6500 Riverplace PDA to a maximum of 330 units and postponed two rezoning items to August hearings.
The consent agenda — which also included approval of minutes from the June 17 meeting — was moved by Vice Chair Greenberg and seconded by Commissioner Sheppey and advanced by voice vote; a roll-call tally was not specified in the meeting record. The agenda item for 6500 Riverplace (rezoning case C14-94-0167.01) will incorporate the restrictive covenant that caps development at 330 units.
The matter prompted public comment from residents and neighborhood representatives. Chris Mayfield, identified as representing the Riverplace Homeowners Association, said the association had worked with neighbors and the developer for months and was supportive of the current approach: "We've been working closely with Kyle and Dave over the last several months, and we have made a lot of progress on coming to an agreement, including a, hopeful restrictive covenant in the future. So at this time, the Riverplace HOA is supportive of this." Mayfield added that the HOA reserved the right to change its position "if the agreement falls apart or something changes materially before it's signed."
Two other speakers signaled similar support. Linda Bailey said, "I'm in support. I'd like to, thank, Brandywine Trust for being such an excellent partner in negotiations." Two speakers who had signed up for the item opted not to give full remarks unless there was opposition, and one asked to preserve the option to rebut opposition remarks.
The commission also agreed to postpone rezoning case C14-2025-0032 (Acres West Lot 20, District 6) to a neighborhood-requested hearing on Aug. 19, 2025. A separate item on the agenda was postponed to Aug. 5, 2025; speakers who had signed up for that postponement were called and given the opportunity to limit their remarks to the postponement.
Discussion time on the consent items was brief; commissioners noted that six members were present and that the body requires six members to support items and that unanimous support is required for the agenda as read. Committee and working-group updates followed: the codes and ordinances joint committee anticipates meeting in July, the conflict planning joint committee is scheduled for July 9, and the land-use roles and responsibilities working group planned to meet immediately after the session.
Next steps: The restrictive covenant for 6500 Riverplace is to be incorporated into the record as stated in the consent motion; the rezoning case for Acres West Lot 20 will return to a neighborhood-postponed hearing on Aug. 19, 2025, and the other postponed item will return on Aug. 5, 2025. The meeting adjourned after committee updates.
