Warren County adopts 2026 tax budget, sets general fund appropriation at $99 million

Warren County commissioners on July 1 adopted a resolution approving the county's 2026 tax budget, setting a proposed general fund appropriation of $99,000,000 and an overall 2026 tax budget of about $310,000,000.
County finance staff told commissioners the $99 million general fund figure is about 5.9% higher than the 2025 annual appropriation (about $93 million) and that anticipated general fund revenue for 2026 is approximately $104,000,000. The presentation broke the proposed general fund appropriation into rough shares: 63% for public safety, 35% for operational expenses and about 2% for social services.
Commissioners were given spreadsheets showing department-level requests for the general and non-general funds and were told the documents represent a starting point: staff will continue meetings with departments and may adjust budget requests before final fall adoption. Finance staff also reported that, as of June 1, 2025, the county had spent about 38% of anticipated 2025 expenses and collected roughly 54% of expected revenue for the year; sales tax receipts were about 4% higher than the same time last year and investment income stood near $4.6 million.
The public hearing on the tax budget drew no speakers. After staff closed the hearing, a commissioner presented a resolution adopting the Warren County tax budget for 2026; the motion carried on a voice vote with Commissioners Grossman, Young and Jones recorded as voting yes.
The adopted resolution authorizes staff to present the county's tax budget to the state tax commission in August and continues the multi-step local process that precedes the formal 2026 annual appropriation in the fall. The county's finance team emphasized the figures presented are still under review and subject to later adjustment prior to final appropriation.
Looking ahead, commissioners said staff will refine department requests in upcoming months and that a formal appropriation ordinance will follow the county's fall budget process.
