Arkansas City approves $191,790 contract to replace City Hall roof

The Arkansas City Commission on June 17 approved a $191,790 contract with Buckley Roofing to replace the City Hall roof.
City staff said the existing roof—never fully replaced during the public-service director’s 25 years with the city—is not insured because of its age. The approved work will install a 100-mil fleece-back Carlisle membrane system with a 20-year warranty and will cover the main City Hall area plus the police department garage and storage areas. Public-service staff estimated the contractor will need to tear off existing material and reinsulate, and that fieldwork will take “probably close to three weeks” once it begins.
The contract was presented during the added Public Service Department section of the agenda. Public-service staff explained that three small roof sections (above an elevator shaft, the break room and a breezeway) were replaced about two years ago and will not be redone now. Staff also described the selected membrane as a continuous roll system that arrives in large sheets and is overlapped and sealed. Commissioners asked about warranty and prior use of the contractor; staff said Buckley Roofing has worked for the city before. The motion to approve the bid and authorize the mayor to execute the contract passed unanimously.
Commissioners and staff discussed the timing of work around storms and said roofers typically “dry in” portions as they proceed so operations underneath are protected. Staff noted the city’s insurance handling had left the roof uninsured for its age; by replacing the roof the city will restore coverage for the building going forward.
Work schedule and exact start dates were not specified beyond the staff estimate that crews could begin in about three weeks if the schedule allows. The commission did not assign additional conditions to the contract during the meeting.
