Columbus — The Columbus City Council voted to support Phase 2 of the city’s Zone In zoning initiative, a comprehensive update to the zoning code that the administration and planning staff said will focus on economic and housing opportunity across an expanded set of focus areas.
Luis Taba, the Zone In project manager, presented the Phase 2 priorities and calendar. He said Phase 2 will cover roughly 66,519 parcels — about 43% of the city — and will pursue strategies to allow more housing, modernize regulations for employment sites, connect housing to jobs and transit, and promote clear, objective development standards.
Why it matters: The zoning update is the first comprehensive overview of Columbus’s zoning in decades. Phase 1 rezoned corridors and introduced new mixed-use districts; Phase 2 seeks to expand the effort into employment-focused areas, industrial and warehouse sites and institutional campuses while also refining rules to support housing development.
Council action: Council voted to adopt Resolution 0163X-2025 and expressed support for robust community engagement over the next 12–18 months. Council members and department staff emphasized ongoing workshops, community meetings and a 60-day public comment period planned during the next phase.
Ending: Taba and staff said Phase 2 will include multiple workshops and public hearings in 2025–26 and will return to council for district adoption and mapping once community engagement and policy work are complete.
