Council adopts staff positions on state bills affecting housing, disaster funding, recovery‑housing and e‑bike safety

City staff on July 1 reviewed a set of state bills and recommended positions for the City of Lake Forest. After council discussion, the council voted to receive and file the report and adopt staff recommendations.
Assistant to the City Manager Nydia Ruelas said the bills were grouped into issue areas: disaster/emergency finance (including a California FAIR Plan bond measure listed as “AB 226” in staff slides); housing and local control (a set including items listed as AB 650, AB 874 and AB 1206, and a CEQA reform AB 609); recovery housing and complaint/timeline reforms (listed as SB 35, SB 329, AB 424 and AB 492); and e‑bike safety measures (listed as AB 544, AB 545 and AB 965). Staff recommended the council support AB 226 (FAIR Plan bond), support AB 609 (CEQA infill reforms), and oppose AB 874 and AB 1206 (which staff said would reduce local control); staff also recommended support for the recovery housing bills and support for the three e‑bike measures.
Councilmember Mark Tetimer asked for a follow‑up that would show a final “scorecard” after the legislative session showing which bills the city supported or opposed and the outcome; staff agreed to provide updates after votes and at end of session. Councilmember Tetimer also asked for one bill (shown on slides as AB 874) to be brought back with more detail because it did not appear in the written staff report; staff agreed to return with that additional information.
A motion to receive and file the report and adopt staff positions passed 3–0 with Councilmember Yu and Mayor Pro Tempequeno absent. Council directed staff to provide follow‑up summaries of bill dispositions after the legislative deadlines and to return with further information on AB 874.
