The San Marcos City Council voted 7–0 on July 1 to approve a rezoning request to reclassify about 26.77 acres on East McCarty Lane from Character District 4 to Character District 5.
Amanda Hernandez, director of Planning and Development Services, presented staff analysis showing the property is vacant and adjacent to residential and industrial land uses. Staff said Character District 5 would allow a mix of residential and commercial uses compatible with the city’s East Village mixed-use place type and an area plan that staff described as a future second city center. The Planning and Zoning Commission recommended approval; commissioners asked whether the applicant would meet the two‑story requirement for Character District 5 and about the parallel Chapter 380 economic-incentive agreement now being negotiated.
John Kasak and an applicant representative were present to answer questions during the public hearing; no members of the public registered opposition. Council approved the rezoning on first reading and staff said the related Chapter 380 agreement — discussed as a separate forthcoming matter — would return to council in the coming months.
