The City Council on July 1 held public hearings and approved annexation and zoning measures for approximately 10.03 acres occupied by Novion Magnetics near Clovis Barker Road and Leah Avenue.
Amanda Hernandez, director of Planning and Development Services, said the property — previously developed and receiving city utilities — had an existing economic-incentive agreement dating to 2017 and was annexed at the company’s certificate-of-occupancy. Staff recommended approval of annexation (ordinance 2025-20) and rezoning from “future development” to Heavy Commercial (ordinance 2025-21) to match the current industrial/light-manufacturing use. Planning and Zoning had recommended approval. No members of the public spoke during the public hearings on these specific items and both measures passed 7–0.
Council recorded a member’s abstention from participation on a consent item related to a neighborhood when applicable but voted unanimously on the annexation and rezoning items. The city will treat the site as annexed and apply the new Heavy Commercial zoning pending second readings of the ordinances.
