Commission receives flood recovery and infrastructure update; multiple road, bridge and park projects under review

The county’s emergency management director and public works staff updated the commission on flood recovery work, debris removal and planned repairs to roads, banks and bridges that were damaged in recent storms.
Staff said temporary debris staging sites have been bid and that bids will open imminently. Category A documentation for debris removal has been submitted and temporary staging contracts are in place. For Category B projects, pre‑applications are being submitted and obligated funds are expected within 30–60 days; contractors have been asked to begin drawing on obligated funds where applicable.
Road repairs under Category C remain in cost‑review by the regional cost review committee (CRC); site inspections are complete and staff expect contractors to begin work on Shell Creek and Hampton areas within about 30 days. Bank stabilization work (Shell and Heaton Creek) was reported to begin within two weeks; two other projects (Hampton and Sugar Creek) were going to RFP for contractors. Staff cautioned that engineering phases for bridge projects (POGUE 1 and 2) are ongoing and could take months; rebuild timelines were estimated at 1–2 years after engineering completion for those bridges.
Long Hollow’s engineering phase is being finalized and staff estimated roughly six months to complete construction after engineering is complete. County staff said all projects have been submitted to FEMA but obligations remain under review.
On parks and recreation, staff said a $1.5 million local parks and recreation grant (50/50 through the Appalachian Coalition) is being pursued for Anderson Park; there is no direct county matching cost reported yet but the application and site inspection are pending. Staff said administrative cost collections for Category Z projects are ongoing and that debris operations and site cleanup (mulching and chipping) continue at county staging sites.
Commissioners asked about work on the Doe River and Cove Creek; staff said they would follow up with specific location information and clarify whether river dredging or bank work would occur in particular projects.
Staff warned that heavy rains had delayed some field work and that contractor mobilization dates can shift; no specific contractor awards for the CRC road projects were recorded in the public minutes at this meeting.
