Valley County commissioners approve juvenile-corrections MOU, note final year of BLM law-enforcement contract and move to executive session

The Valley County Board of Commissioners on June 30 approved a memorandum of understanding with the Idaho Department of Juvenile Corrections to accept pass-through funds for community-based alternative services, confirmed that the county is in the final year of a five-year contract performing marine and dam patrols for federal land managers, and voted to enter executive session under Idaho law to discuss acquiring an interest in real property.

The MOU with the Idaho Department of Juvenile Corrections was described by a court services representative as an annual agreement that provides funds for community-based (non‑inpatient) services. "Madam Chairman, yes. It's for court services and I, I can present on their behalf if you would like," the court services representative said during the meeting. Commissioners moved and seconded the item and approved it by voice vote.

Commissioners discussed a separate law‑enforcement agreement covering marine deputies who patrol campgrounds and perform dam checks. The county receives $34,200 a year under the current contract, which a sheriff's office speaker said is in the final year of its extension. "This is the final year of the extension for this 5 year contract... it's marine deputies and everything going out and doing BOR patrols and also checking the dam," the sheriff said. The sheriff also said county staff plan to begin renegotiation of the contract before it expires and that contacts with federal partners such as the Bureau of Reclamation and other agencies have been difficult to obtain. Commissioners moved, seconded and proceeded with the item during the public meeting.

Near the end of the public portion of the session the board voted to enter executive session under Idaho Code §74‑206(1)(c) to consider acquiring an interest in real property. A motion to go into executive session was made, seconded and carried by roll call; the subject of the closed session was not disclosed on the public record.

Routine procedural items on the agenda included approval of the day's agenda and prior meeting minutes; those motions passed by voice vote earlier in the meeting.
