An appraisal analyst for the county assessor’s office recommended upholding assessed land values for multiple parcels in the Academy Acres subdivision, and the Manning County Board of Equalization approved the recommendation by voice vote.
Joshua Stokes, an appraisal analyst with the Manatee County Assessor’s Office, told the board that three separate appeal packets were submitted for the same subdivision and that the office reviewed sales comparables and an allocated land‑value analysis. “As you can see, we’ve taken each of the sales into account whether they’re low or high,” Stokes said, and he summarized that the base land rate and an allocated land‑value method produced similar values in the low‑$80,000 range.
Stokes said the assessor’s office currently lists the affected lots at $79,000 for the first half‑acre, with additional acreage adjusting value for larger lots. He said the site rating map places these parcels on a “site rating C” land schedule and that the office could not find sufficient evidence in the submissions to justify individual adjustments without changing values across a broader area to preserve equity and uniformity.
A commissioner moved that the board uphold assessment values on the parcels submitted by Group 5 LLC (nine parcels), K5 Construction (one parcel) and Curt and Amber Davis (one parcel). The board recorded a voice vote in which members said “aye.”
Stokes’s presentation referenced three exhibits: (1) comparable sales in the area, (2) allocated land‑value calculations using 20% of comparable home sale prices, and (3) the site rating map for Academy Acres. He recommended maintaining the current $79,000 base rate for the first half‑acre and using additional acreage adjustments for larger lots. The transcript records no additional evidence from appellants during this item.
