Public works: culvert bids opened, ARPA invoice approved and new equipment operator hired

Linn County public works staff opened and recorded bids for a countywide culvert procurement and briefed commissioners on upcoming road projects and contract work funded in part by federal American Rescue Plan Act (ARPA) monies.
Bids were read aloud for the culvert package and will be reviewed and qualified by staff before an award is returned to commissioners. Contractors submitting bids included Metal Culverts Inc. (Jefferson City, Mo.), J & J Drainage Products (Hutchinson, Kan.), Wellbourn Sales (Salina, Kan.) and others; totals and line-item breakdowns were recorded during the meeting. Commissioners asked staff to verify qualifications and return with a recommendation.
Separately, commissioners approved a motion to pay Terracon $5,479.75 for a landfill vertical expansion invoice and to use ARPA funds for the payment. The motion to pay was moved, seconded and approved.
The commission discussed a proposal to use ARPA funds to purchase landfill trucks; staff said prior bids had come in higher than expected and recommended identifying budget sources before reissuing an RFP. Commissioners asked staff to prepare funding comparisons and a recommendation on whether to proceed with a new RFP and the number of trucks the county can afford.
Public works staff also reported progress on 850 Road and 900 Road projects and said the Hills Bend Bridge final inspection was complete and KDOT accepted the contractor’s work; staff will send required paperwork to KDOT.
Personnel action: commissioners approved hiring Ben Capps as an equipment operator I (non-CDL) at the pay step indicated in the county pay matrix (the hiring motion and pay rate were moved, seconded and approved during the meeting).
