Planning commission hears annexation, rezoning request from World Wide Stages; staff flags infrastructure and water-allocation limits

World Wide Stages representatives presented a request for annexation (ANX17622025) of approximately 18.5 acres adjacent to its existing campus and a concurrent rezoning request (RZN17612025) from agricultural (AG) to Institutional Campus (IC). Planning staff described the annexation and rezoning as generally consistent with the city comprehensive plan but warned that future utility demands — particularly electricity and water — require additional study before the city can evaluate full build-out scenarios.
Planner Gil (staff) said the two parcels total about 18.5 acres (12.4 acres and 6.15 acres) and are currently unincorporated land adjacent to the part of the World Wide Stages campus already inside Spring Hill city limits. Under annexation and rezoning to IC, the property would be eligible for the range of uses listed in the UDC for the IC district. Staff noted the applicant is concurrently pursuing rezoning to IC and that IC zoning allows a wide variety of institutional and nonindustrial uses.
“Under discussion, because of the future electricity load requirements of the overall master plan, additional infrastructure will be necessary for full build out,” staff said, adding that a significant increase in power would likely be required for large data-center cooling loads if the campus pivots to AI compute or similar uses.
Jeff Rosiak of Campbell Design Collaborative told the commission the building owner expects an incremental transition of uses over several years toward more digitally focused production, including LED-wall–based stages and server/compute uses. He said the site is served by Columbia Power and Water Services (CPWS) for water and sewer and that the existing facility has a specific allocated amount of water from CPWS — 25,000 gallons per day — which cannot be exceeded. Rosiak said the applicant intends to demonstrate no net increase in water demand by demolishing an equivalent square footage of existing building area as new buildings are proposed. He also noted CPWS anticipates a new substation in three to five years to support projected power needs.
Staff asked the Planning Commission for feedback on the annexation’s appropriateness and emphasized that additional study will be needed to determine how much new electrical infrastructure and water availability would be required for the master plan. No formal action or vote on annexation or rezoning was recorded at the work session.
