The Newcastle Planning Commission voted unanimously to recommend approval of three separate rezoning applications that would convert multiple properties to CC2 Community Commercial District, preparing them for future commercial development.
Reuben Gray, city planner, presented all three applications and staff recommendations.
R2025‑006 (Wilson Family Trust, 1945 North Main Street) concerns an approximately 9.82‑acre lot. The property currently has split zoning (A general agricultural and CC2); staff said the lot’s future land use designation is general commercial and that rezoning the entire parcel to CC2 would make the existing single-family dwelling a legal nonconforming use. Public water and sewer are available but not connected; staff noted roughly 68% of the lot lies within a floodplain and any future development within the floodplain will require a floodplain development permit.
R2025‑007 (James L. Wilson & Cheryl P. Wilson Revocable Living Trust, 2125 Wilson Drive) covers about 27 acres and involves property the applicant anticipates using with Thru Tubing Solutions, Inc. Staff said the parcel also has split zoning and that rezoning to CC2 would match the Newcastle 2040 plan’s general commercial designation. Staff noted cross-access agreements would be needed if access is routed through adjacent properties.
R2025‑008 (Noah Enterprises LLC, 3521 NW 30 Second Street) is a 3.7‑acre parcel with split zoning; staff said the change would eliminate dual zoning and allow the applicant to divide the property into two commercial parcels. Staff recommended approval of all three rezoning requests.
Commissioners moved and seconded motions to recommend approval for each rezoning application; all three votes were recorded as unanimous.
