Planning commission backs facade deviation for Taco Bell 'Kitchen X' prototype at Lamar's Landing

The Newcastle Planning Commission on Monday recommended approval of a facade deviation for a proposed Taco Bell at Lot 2C of Lamar’s Landing, a development that fronts State Highway 9.

City staff presented the applicant’s request to deviate from the city’s masonry façade requirement so the restaurant can use Taco Bell’s new Kitchen X prototype, a design that emphasizes metal and glass over traditional masonry. Planning staff recommended the deviation, citing the project’s distinctive architectural character and potential economic benefits.

The request would exempt the building from meeting the city’s usual 80% masonry requirement on all elevations in commercial zoning. Julia Yan, a city planning staff member, said the design originally used Harvey brick siding but was updated to include stucco and that the applicant was seeking the deviation to implement the national prototype. Architect Jeff Spikes described the exterior as “an architectural metal panel” rather than a basic corrugated metal panel.

Commissioners asked about site orientation and the building address; staff said the building fronts Highway 9 and that staff would confirm the official address. There were no members of the public who commented on the item.

A motion to recommend approval of the façade deviation carried unanimously.

The recommendation will be forwarded to City Council for a final decision, and the project must still obtain required building permits and any other approvals before construction begins.
